The Southeast Europe Cooperation Process (SEECP) is the major central forum of Southeast Europe, aimed at cooperation, peace, stability, security as well as the economic, political and social development for all the countries of our region. While considering regional cooperation and integration, as a prerequisite for integration into Euro-Atlantic structures, SEECP represents a unique process established through the initiatives of the countries of the region, their common voice for the joint issues in their process of development and integration into the European family.
The necessity to strengthen SEECP, in view of maintaining and developing its institutional memory coincides with the establishment of the Regional   Cooperation Council (RCC), a process finalized in June 2008.
After an almost 9 - year activity, the Pact of Stability for Southeast Europe was over, paving the way to the establishment of the Regional Cooperation Council (RCC).
This new development is considered as an expression of both the increase of the role and regional ownership by the Southeast European countries.  Certainly, this has brought about new and ever more qualitative requirements for each of the countries and for a better coordination of the activities and programs of regional cooperation in the future.

Through its MFA structures, during the process of discussions related to the handover of the competences of the Pact of Stability to RCC, Albania has maintained an active and constructive role. It is important to point out that Albania’s position has been in coherence with the philosophy of regional cooperation and the organizational consolidation of the structures devised to manage this cooperation in the future.
Kosovo’s participation in RCC, with equal rights and obligations is very positive, with RCC remaining the first multilateral structure, which took Kosovo on board, as a member party.
